This bill establishes a new program called the seal of civics excellence, which is designed to recognize high school students who demonstrate proficiency in civics. The program will be administered by the Department of Education, which is tasked with determining the minimum requirements for students to earn the civics seal. The Department will produce a civics seal that can be affixed to students' diplomas and transcripts, and it may also provide certificates to qualifying students.

Participation in the seal of civics excellence program is voluntary for school districts and accredited nonpublic schools. Schools that choose to participate must inform the Department of the names of students who qualify for the seal, and the Department will supply the necessary seals or endorsements. Additionally, the Department may charge a nominal fee to cover the costs associated with printing and mailing the civics seals. This initiative aims to encourage civic engagement and education among high school students in Iowa.
