This bill mandates the installation and regulation of intelligent speed assistance devices (ISAD) on motor vehicles in Iowa. It stipulates that the Department of Transportation must revoke the driver's license of individuals who exceed speed limits by specified thresholds: 10 miles per hour (MPH) or more if the speed limit is 40 MPH or lower, and 20 MPH or more if the speed limit is higher than 40 MPH. A peace officer is authorized to provide immediate notice of this revocation, which takes effect 10 days after the notice is served. Individuals whose licenses are revoked must obtain a temporary restricted license (TRL) by installing an ISAD in their vehicle, which is valid for one year.

The bill also includes provisions that prohibit individuals from operating a vehicle without an ISAD or tampering with it, with violations leading to cancellation of the TRL. The Commissioner of Public Safety is tasked with establishing rules regarding ISAD vendor requirements and financial assistance for those with limited resources. Additionally, the bill outlines liability limitations for manufacturers and dealers concerning ISADs and mandates annual reporting on ISAD usage and compliance. Violations of the bill are classified as simple misdemeanors, punishable by fines and possible confinement. The law is set to take effect on October 1, 2026.
