If a discharge risk is identified, the individual must report the details to the Department of Natural Resources (DNR), which is then required to publish this information online and investigate the potential discharge site.

Additionally, the bill establishes penalties for violations of the regulations outlined in Code chapter 459, subchapter III. Individuals found in violation may face administrative civil penalties of up to $10,000 per day or judicial civil penalties of up to $5,000 per day. This legislative change aims to enhance oversight and accountability in the management of manure from confinement feeding operations, thereby protecting water quality in Iowa.
