This bill establishes a framework for statewide resilience planning in Iowa, mandating the development, implementation, and periodic updating of an Iowa state resilience plan by the Department of Natural Resources (DNR) by December 31, 2027. The bill defines "critical assets" to encompass transportation assets, critical infrastructure, community and emergency facilities, and natural, cultural, and historical resources. It also introduces the concept of "regionally significant assets," which are critical assets that serve multiple communities across geopolitical boundaries. The resilience plan aims to protect against loss of life and property through hazard mitigation, incorporate future hazard conditions into state programs, identify priority projects for resilience, and establish funding strategies.
The Iowa state resilience plan must include a comprehensive statewide risk assessment, an inventory of critical assets, a methodology for prioritizing resilience projects, and a prioritized list of ongoing and proposed projects. Additionally, it should provide recommendations for reducing risks associated with flooding and other natural hazards, as well as metrics for tracking progress and updating the plan. The DNR is required to report to the governor and the general assembly by December 31, 2029, and every two years thereafter, summarizing progress on the plan's recommendations and projects, along with updated strategies for enhancing resilience and identifying potential funding sources. The plan is to be updated every five years or sooner as needed.
