This bill amends existing laws regarding rent increases for residential landlord and tenant agreements, as well as for tenants in manufactured home communities and mobile home parks in Iowa. It establishes that if a landlord applies a rent increase to a current tenant's dwelling unit or mobile home space, the increase cannot exceed the greater of two benchmarks: the percentage increase of the consumer price index for urban consumers in the Midwest over the past twelve months, or the percentage increase in property value as assessed by the county for the same period since the last rent increase.

Additionally, the bill mandates that all tenants, whether in dwelling units or mobile home spaces, must receive written notification of any rent increase at least ninety days prior to its effective date. This aligns the notification requirements for both types of rental agreements, ensuring that all tenants are adequately informed of potential changes to their rent.
