This bill establishes new legal provisions regarding the application of foreign law in civil actions within the state of Iowa. It defines "foreign law" as any law or legal system from jurisdictions outside the United States, including those from international organizations and courts. The bill prohibits courts, arbitration panels, tribunals, or administrative agencies from transferring civil actions to other forums if such a transfer would lead to the application of foreign law that violates fundamental rights guaranteed by the U.S. or Iowa constitutions. Additionally, any ruling or decision based on foreign law that denies these rights is deemed void and unenforceable.

Furthermore, the bill renders contracts that choose foreign law or grant jurisdiction to foreign tribunals void if they result in the denial of constitutional rights. However, it clarifies that these provisions do not affect existing supreme court precedents, ecclesiastical matters, or entities that voluntarily accept foreign law. It also specifies that the bill does not apply in cases where federal law preempts state law. The provisions of this bill will apply to civil actions, contracts, arbitrations, and administrative proceedings initiated on or after its effective date.
