The bill establishes a pilot program within the Iowa Department of Health and Human Services (HHS) aimed at refurbishing and reconditioning durable medical equipment (DME) purchased under the medical assistance program. HHS is tasked with coordinating this program with a local affiliate of a national 501(c)(3) nonprofit organization that serves individuals with disabilities, older adults, and veterans. The program includes a tracking process for each item of DME provided to recipients, as well as an informational campaign to ensure that recipients and their caregivers understand the procedure for returning equipment when it is no longer needed due to the recipient's death or health status change.
Additionally, the local affiliate will be responsible for picking up the returned DME, arranging for its refurbishment, and making it available free of charge to other recipients in need. The bill mandates that HHS submit an annual report to the General Assembly detailing various metrics related to the program, including the number and type of DME items purchased, picked up, refurbished, and currently in inventory. The pilot program is set to be repealed on July 1, 2030.
