This bill amends various sections of the Iowa Code related to the department of inspections, appeals, and licensing. It increases the annual reimbursement cap for the state racing and gaming commission members from $30,000 to $70,000. Additionally, it expands the lifetime ban for individuals committing certain offenses to include sports wagering and advance deposit sports wagering, applying this ban to those convicted twice of unlawful betting.
Furthermore, the bill updates the process for adopting rules regarding safe rooms and storm shelters by requiring the state building code commissioner to consult with the department of homeland security and emergency management instead of the department of public defense. It also changes the destination of fees collected by the state building code commissioner from the general fund to the licensing and regulation fund. Lastly, it allows pediatric palliative care facilities to operate with as few as zero individuals, relaxing the previous requirement of serving at least three individuals to qualify as a residential care facility.
