This bill amends existing Iowa law to expand the eligibility for marking drivers licenses and nonoperators identification cards to include individuals with nonapparent disabilities, rather than solely those with autism spectrum disorder. Specifically, it allows licensees and applicants to request that their licenses or ID cards be marked to reflect their nonapparent disability status, which can include autism spectrum disorder, mental disabilities, developmental disabilities, or other intellectual disabilities. The marking can be done using a butterfly design approved by the Department of Transportation (DOT) or in another manner deemed sufficient by the DOT.

Additionally, the bill outlines that the DOT may establish criteria for marking these licenses and ID cards, which may include the requirement for applicants to provide medical proof of their nonapparent disability status. The bill also mandates the development of educational materials to raise awareness about the option to request such markings. Importantly, the bill does not change the existing provisions for marking licenses or ID cards for individuals who are deaf or hard of hearing.
