This bill establishes new requirements for data centers in Iowa regarding their water and energy usage. It mandates that owners or operators of data centers submit periodic water usage reports to the Department of Natural Resources, with initial reports due within six months of the bill's effective date for new data centers or within three months for those in operation for over a year. These reports must include details such as the data center's name, address, water sources, and water usage effectiveness. The Department is required to publish this information online within 30 days of receipt. Additionally, data centers must notify the Department of any substantial operational changes at least 60 days prior to implementation.

Furthermore, the bill requires the Iowa Utilities Commission to create a distinct classification of electric service for data centers, complete with its own tariff schedule. Tariffs must allocate costs proportionally to the services provided to data centers and mitigate the risk of shifting costs to other consumer classes. The bill also prohibits the construction or expansion of data centers until the required tariff has been filed. Similar to water usage reports, data centers must submit energy usage reports to the Commission, detailing energy consumption, electric service agreements, and sustainability metrics, with the same publication and notification requirements as for water usage. The bill takes effect immediately upon enactment.
