This bill amends Section 154D.7 of the Iowa Code to establish provisions for the employment of temporary licensed mental health counselors by various educational institutions, including school districts, accredited nonpublic schools, charter schools, and innovation zone schools. It allows individuals who have met all licensure requirements except for the completion of postgraduate supervised clinical experience to apply for a temporary license in marital and family therapy or mental health counseling. This temporary license will enable the licensee to practice under the supervision of a qualified supervisor as determined by the board.

Additionally, the bill introduces a new section, 280.37, which explicitly states that these educational institutions may employ individuals with a temporary license in mental health counseling to provide mental health services to students. The temporary license will be valid for three years and can be renewed at the board's discretion, with associated fees set by the board to cover administrative costs.
