The proposed bill establishes the Credential-attainment Program within the Iowa Department of Workforce Development, aimed at providing high school students access to educational programs that lead to postsecondary credentials. Community colleges are authorized to enter into agreements with employers and school districts to create these programs, which will be funded partially by employers who agree to hire students who complete the program. The bill outlines the necessary components of these agreements, including funding sources, program costs, and provisions for employer default in the event of an economic downturn.

Additionally, the bill sets a cap of $5.4 million on the total amount of credential-attainment program job credits that can be allocated in any fiscal year. It mandates that all participants in the program be included in a customer tracking system and establishes a credential-attainment program fund to support capital projects related to the program. The Department of Workforce Development is tasked with administering the program, maintaining records, and submitting annual reports to the General Assembly. The bill is set to take effect on July 1, 2027.
