This bill establishes new provisions regarding the employment of persons with disabilities in Iowa, declaring that competitive and integrated employment should be the preferred option for individuals of working age seeking employment. It mandates that all state agencies implement this policy in their programs and services, while clarifying that it does not require employers to prioritize hiring individuals with disabilities. Additionally, the bill defines "competitive employment" and "integrated setting" to ensure clarity in the context of employment for persons with disabilities.
Furthermore, the bill prohibits employers from paying employees less than the minimum wage as outlined in Code chapter 91D, effective July 1, 2027, in accordance with federal law (29 U.S.C. 214(c)). The Department of Inspections, Appeals, and Licensing is tasked with outreach to inform employers about this new requirement. However, this prohibition does not apply to nonprofit organizations operating sheltered workshops, with this exception set to be repealed on July 1, 2028.
