This bill amends Iowa's food regulation laws to introduce a new licensing framework for farm-to-table events, which are defined as events where food is stored, prepared, and served on a farm under specific conditions. The operator must hold a legal interest in the farm, and the principal income from the farm cannot derive from the events. Meals served must be prepared on-site for on-premises consumption, served outdoors unless otherwise permitted, and include a farm commodity produced on the farm. A one-year license is required for these events, with a fee of $100, and the Department of Inspections, Appeals, and Licensing (DIAL) is tasked with regulating and inspecting these events.
Additionally, the bill allows cottage foods to be sold to food establishments, provided they are not intermixed with other foods and are properly labeled. It also modifies regulations regarding the distribution of raw milk and associated products, permitting licensed home food processing establishments and food establishments located on raw milk dairy farms to sell these products under certain conditions. The bill mandates DIAL to adopt emergency rules to implement these provisions within 180 days of enactment, which takes effect immediately.
