Furthermore, the bill allows agencies to adopt emergency rules that can modify the uniform rules on agency procedure, effective immediately upon filing unless a later date is specified, but no later than June 30, 2026. Agencies must justify the necessity of these emergency rules, either to comply with legal obligations or for other reasons deemed necessary. Notably, a regulatory analysis is not required for these emergency rules, and this provision will be repealed on July 1, 2026, without affecting the validity of rules adopted prior to the repeal. The bill's provisions regarding emergency rulemaking take effect immediately upon enactment.
