It defines "historical location information" as data that reveals the locations of individuals or vehicles more than 24 hours prior to access and establishes a definition for "metropolitan area." The bill mandates that operators of automatic registration plate readers must permanently delete captured images and accompanying data within 72 hours, replacing the previous requirement of 30 days. Additionally, it expands the definition of intelligence data to include historical location information and restricts the sharing of such data with private third parties.

Furthermore, the bill outlines specific circumstances under which government officials may access databases containing historical location information, such as obtaining a judicial warrant, receiving consent from the individual, or in exigent circumstances. It prohibits the sharing of historical location information outside Iowa, except for agreements between agencies within the same metropolitan area, which must adhere to strict guidelines. The bill also allows law enforcement agencies to publicly share intelligence data collected by automatic registration plate readers during active investigations of felonies and clarifies that records related to the operation of these readers are not confidential.
