This bill amends the national electrical code in Iowa by adopting the international energy conservation code, 2009 edition, as the foundation for the state's electrical code. It introduces a new requirement for the electrical examining board to conduct a cost analysis of any changes to the national electrical code before such changes are adopted. This analysis must assess the impact on the total cost of the average home built after January 1, 2027, and be submitted for publication in the Iowa administrative bulletin alongside a notice of intended action.
Additionally, the bill mandates that sellers of single-family dwellings constructed on or after January 1, 2027, must provide written notice to buyers if the property does not comply with the standards of the international energy conservation code, 2024 edition. The bill also updates existing language regarding the adoption of rules by the electrical examining board, removing references to the most current publication of the national electrical code issued by the national fire protection association. The effective date for these provisions is set for January 1, 2027.
