This bill mandates the Iowa Department of Transportation (DOT) to form a study committee to assess the need for an advisory committee focused on advanced air mobility planning in the state. The study committee will consist of representatives from various sectors, including aviation experts and advanced air mobility industries. If the committee concludes that an advisory committee is unnecessary, it must still gather input from industry stakeholders and submit a report on advanced air mobility planning to the general assembly by January 11, 2027. Conversely, if an advisory committee is deemed necessary, the DOT will establish one to carry out specific duties.
The advisory committee will be responsible for reviewing and recommending changes to Iowa Code and administrative codes to facilitate advanced air mobility, conducting fiscal assessments, designating a subject matter expert, and providing resources to local jurisdictions. Additionally, it will estimate the electrical capacity needed for advanced air mobility implementation and identify potential transportation hubs. The committee is required to report its findings and recommendations to the general assembly by January 10, 2028, and the provisions of this section will be repealed on July 1, 2028.
