This bill amends the Animal Agriculture Compliance Act in Iowa, focusing on the regulation of animal feeding operations concerning air and water quality. It introduces new definitions, such as "business entity" and "operation of law," and clarifies when two or more confinement feeding operations are considered a single operation. Specifically, operations under common ownership or management are deemed a single operation if they are adjacent or utilize a common area for manure application, or if they meet certain criteria that establish them as "related." These criteria include proximity of structures, shared systems for manure storage or disposal, and common ownership interests.

Additionally, the bill mandates that business entities holding interests in confinement feeding operations submit annual reports to the Department of Natural Resources (DNR), detailing the names and equity interests of individuals associated with the entity. It also outlines civil penalties for violations of air and water quality regulations and specifies that confinement feeding operations constructed or expanded before the enactment of this bill may continue to operate under existing regulations. The bill takes effect immediately upon enactment and does not apply to operations that have begun construction prior to this date.
