It specifies that for individual taxpayers, their names must include both their full first and last legal names. Additionally, it allows county treasurers to combine statements of taxes due for parcels with identical mailing addresses into a single envelope or mail item, streamlining the communication process for taxpayers.

Furthermore, the bill mandates that if the county system lacks the full legal names of individual titleholders, the county treasurer must make an effort to contact the titleholder within one year of the bill's effective date. This contact can be made via mail, electronic mail, or phone to inform the titleholder of the missing information and request its provision. Importantly, the bill also states that the county will not be held liable for any taxpayer issues arising from incomplete information if they have documented their attempts to reach out to the titleholder.
