This bill establishes the First Responder Dependent Education Act, which provides a waiver of resident tuition at community colleges for dependents of first responders, defined as law enforcement officers, fire fighters, or emergency medical care providers. To qualify for the tuition waiver, dependents must meet admission requirements, enroll in a community college pursuing a relevant degree or credential, and provide verification of their parent's active status as a first responder in Iowa. The waiver amount is determined by subtracting any federal grants, state scholarships, and awards from the future ready Iowa skilled workforce last-dollar scholarship program from the dependent's resident tuition.
Additionally, the bill stipulates that eligible dependents can receive the tuition waiver for a maximum of two academic years, contingent upon their continued compliance with the college's enrollment policies. A key condition for receiving the waiver is that the dependent must remain a resident of Iowa for at least five years after completing their degree or program. If the dependent relocates outside the state before fulfilling this residency requirement, they must repay the prorated amount of tuition waived, although exceptions are made for circumstances such as death or permanent disability. The bill also includes provisions for monitoring compliance and administering repayment obligations, while ensuring that political subdivisions are required to comply with any state mandates included in the legislation.
