This bill mandates that counties in Iowa conduct a cost-benefit analysis before approving any projects related to building a new jail, renovating 50% or more of an existing jail, or expanding jail facilities. The analysis must compare the costs of the proposed project with the option of contracting with another county for jail services. The study is required to include various metrics, such as the average number of prisoners booked, food and medical costs per prisoner, annual staffing and equipment costs, transportation costs for prisoners, and a comparison of surrounding counties' jail capacities.
Additionally, the bill stipulates that the findings of the study must be made accessible to the public and available for review at county meetings where the project is discussed. The legislation is deemed of immediate importance and will take effect upon enactment.
