This bill mandates that employers in Iowa with ten or more full-time employees must provide paid family and medical leave to employees who have a child receiving inpatient care in a neonatal intensive care unit. The leave can last up to twelve weeks and must be compensated at the employee's regular hourly rate or salary, along with the same benefits, including health care, that the employee typically receives during work hours.

Additionally, the bill establishes that employers who fail to comply with this requirement will be liable for back pay and other equitable relief as determined by the court, which may include attorney fees and costs. The director of the department of inspections, appeals, and licensing is granted the authority to enforce the provisions of this bill and investigate any alleged violations. The bill also includes amendments to existing law, such as the addition of new sections defining key terms and outlining the enforcement and rule-making responsibilities of the director.
