This bill establishes new regulations regarding radon testing and mitigation for the conveyance of single-family residences in Iowa. It defines a single-family residence as a dwelling designed for occupancy by one household, which includes detached dwellings and townhouses, but excludes duplexes, multifamily dwellings, and condominiums. The bill mandates that a county recorder cannot record a deed for a single-family residence unless it is accompanied by a sworn affidavit from both the grantor and grantee, confirming compliance with the new radon testing requirements.

Before the conveyance of a single-family residence, the grantor is required to conduct a radon test according to the rules set by the Department of Health and Human Services. If the test reveals radon levels at or above the recommended threshold, the grantor must install a radon mitigation system and conduct a follow-up test to ensure compliance. Additionally, if a non-functioning radon mitigation system is present, the grantor must repair or replace it prior to the sale. The bill applies to all conveyances occurring on or after its effective date.
