This bill mandates that the Department of Administrative Services in Iowa contract with a qualified mechanical insulation contractor to conduct energy and safety assessments of all public buildings within ten years of the bill's effective date. The assessments will evaluate potential energy savings and public health risks associated with the buildings' mechanical insulation. The findings from each assessment must be posted on the department's website within thirty days.

If an assessment reveals that remediation measures could reduce carbon emissions and achieve energy savings of over thirty percent, the department is required to contract for those measures within twelve months. Additionally, if any public health or safety concerns are identified, immediate remediation must be contracted. The provisions of this section will be repealed on July 1, 2037.
