This bill amends Iowa's Code to establish new provisions regarding the payment of salaries to members of the general assembly in relation to the timely enactment of state percent of growth and categorical state percent of growth. Specifically, if these growth percentages are not enacted within 30 days of the governor's budget transmission, the salaries of legislative members will be suspended starting on the thirty-first day after the transmission. This suspension will remain in effect until the necessary legislation is enacted.

Additionally, the bill stipulates that any salaries withheld during this suspension period will be forfeited and will not be paid retroactively, even after the required legislation is passed. The bill also clarifies that the existing provisions in Code section 2.10 regarding legislative salaries are now subject to these new suspension and forfeiture requirements.
