This bill amends Section 321.34 of the Iowa Code to establish a special registration plate for the U.S.S. Iowa (SSN-797), a Virginia-class attack submarine. The new subsection allows the Department of Transportation (DOT) to issue these plates upon application and payment of a fee. The special fee for letter-number designated plates is set at $35, while personalized plates will incur an additional fee of $25. The annual fees for maintaining these plates are $10 for letter-number designated plates and $5 for personalized plates, both of which are in addition to the regular annual registration fee. The design of the plates will feature the official crest of the U.S.S. Iowa (SSN-797), created in consultation with the commissioning committee.

The bill also stipulates that the fees collected from the issuance of these plates will be deposited into the road use tax fund and subsequently transferred to the general fund to support the Department of Veterans Affairs in providing grants for suicide prevention programs for veterans. Notably, the DOT is prohibited from requiring a minimum number of orders before issuing the U.S.S. Iowa plates, ensuring that they can be made available regardless of demand.
