It mandates that the towing party must notify the relevant law enforcement agency within two hours of the tow and inform the registered owner and any lienholders within forty-eight hours. The bill also stipulates that individuals reclaiming personal property from a towed vehicle cannot be charged a fee, and it prohibits the towing party from selling or disposing of the vehicle within the first forty-five days after the tow, except in cases where the vehicle is sold to a demolisher for junk. Additionally, the bill requires that any proceeds from the sale of the vehicle, after deducting reasonable costs, be paid to the owner or lienholder within ninety days.

Furthermore, the bill introduces provisions for storage fees, allowing them to not exceed the vehicle's value, and requires that a payment plan be available for those with limited resources to reclaim their vehicle. It also grants owners the right to request a hearing regarding compliance with the new regulations before the sale or disposition of the vehicle. Violations of these provisions are classified as simple misdemeanors, which carry penalties of up to 30 days of confinement and fines ranging from $105 to $855. The bill does not amend existing laws regarding abandoned vehicles.
