This bill authorizes the Board of Educational Examiners (BOEE) to issue provisional coaching authorizations to individuals who meet specific requirements. To obtain a provisional coaching authorization, applicants must comply with background investigation requirements, complete training in cardiopulmonary resuscitation, automated external defibrillator usage, concussion management in sports, and child and dependent adult abuse mandatory reporter training. The provisional authorization will expire at the end of the sport season or after 180 days from issuance and cannot be renewed. Additionally, individuals holding a provisional coaching authorization can convert it to a full coaching authorization by fulfilling various criteria, including completing a coaching education course or relevant higher-education coursework.
The bill also amends existing laws regarding the employment of coaches in school districts, establishing a new hierarchy for consideration of applicants. Individuals with provisional coaching authorizations will be considered fourth in line, following those with full coaching authorizations, teaching licenses with coaching endorsements, and transitional coaching authorizations. Furthermore, area education agencies are tasked with developing a coaching education course to assist individuals in converting their provisional authorizations to full coaching authorizations.
