This bill amends the definition of "beverage" for the purposes of beverage container deposits in Iowa. The current definition includes wine, alcoholic liquor, beer, high alcoholic content beer, canned cocktails, mineral water, soda water, and similar carbonated soft drinks intended for human consumption. The proposed changes expand this definition to include noncarbonated water and all nonalcoholic carbonated or noncarbonated drinks, while specifically excluding unflavored rice milk, unflavored soy milk, milk, and dairy-derived products.

The bill will take effect on July 1, 2027, allowing for a broader range of beverages to be included under the beverage container deposit system, thereby potentially increasing the number of containers eligible for deposits and promoting recycling efforts.
