This bill modifies the eligibility criteria for payments under Iowa's education savings account program. It maintains the provision that resident pupils eligible to enroll in kindergarten through grade 12 who attend a nonpublic school will be eligible for education savings account payments starting from the school budget year beginning July 1, 2025. However, it specifies that this eligibility will only apply to that particular school budget year.

Additionally, the bill introduces a new eligibility requirement for school budget years beginning on or after July 1, 2026. It states that resident pupils attending a nonpublic school will be eligible for education savings account payments only if their household income is less than or equal to 400 percent of the most recently revised poverty income guidelines published by the United States Department of Health and Human Services. The bill is effective immediately upon enactment.
