This bill amends the organization of congressional district conventions for political parties in Iowa. It mandates that each political party shall hold a congressional district convention to elect or nominate members of the party's central committee, make nominations for vacancies on the general election ballot, and conduct other business as required by law or the party's state constitution, bylaws, or convention rules. Notably, the bill removes the previous provision that allowed delegates to district conventions to be selected only in the presence of an apparent reason, and it establishes that delegates must be eligible electors and residents of the county.

Additionally, the bill introduces a new requirement for each congressional district convention to adopt a district platform, which must be sent to the party's state central committee for consideration during the state platform adoption process. Starting in 2027, each district convention is required to establish a district central committee composed of the chair and co-chair of each county central committee in the district, which will elect its own officers for a two-year term. The bill also stipulates that district central committees must create bylaws, which will be filed with the state commissioner of elections, and it prohibits the use of proxies at congressional district conventions.
