This bill mandates the Iowa Department of Administrative Services (DAS) to establish procedures for purchasing soybean-based fire fighting foam that is free from perfluoroalkyl and polyfluoroalkyl substances, as well as fluorine components, and certified as a biobased product by the USDA. DAS is required to prioritize purchases from sellers offering the highest soybean content in their foam, unless certain conditions are met, such as unavailability, failure to meet performance standards, or excessive cost compared to non-soybean-based alternatives.

Additionally, the bill outlines the creation of a preference program for procuring this biobased fire fighting foam, which includes promoting these preferences in bid solicitations, at bidders' conferences, and to industry trade associations. It also specifies that when purchasing fire fighting foam, DAS or authorized state agencies must give preference to biobased products made from soybeans. Furthermore, the bill clarifies that the existing Code section 8A.317 regarding designated biobased products does not apply to the soybean-based fire fighting foam specified in this legislation.
