This bill amends Iowa's Code 2026 to clarify the definitions and disclosure regulations surrounding psychological test data and materials. It introduces new subsections that define "test data" and "test materials" in accordance with the most recent ethical principles and code of conduct established by the American Psychological Association (APA). Test data includes raw scores, client responses, and psychologists' notes, while test materials encompass manuals and protocols, excluding test data itself.

The bill also modifies existing disclosure regulations. It maintains the prohibition on disclosing test materials to anyone other than a licensed psychologist designated by the individual subject to the test. However, it allows for the disclosure of test data, provided that any test materials contained within the data are redacted prior to disclosure. This distinction aims to enhance the rights of individuals regarding their psychological assessments while ensuring the confidentiality of sensitive test materials.
