This bill amends existing Iowa law regarding firearm safety training requirements for individuals seeking a permit to acquire pistols or revolvers. It stipulates that applicants for an initial permit to acquire pistols or revolvers must demonstrate knowledge of firearm safety, similar to the requirements for a permit to carry weapons. The bill also specifies that firearm safety training will not be required for renewals of permits to acquire pistols or revolvers that were initially issued on or after July 1, 2026. Additionally, it clarifies that applicants for renewal permits who apply after their previous permit has expired are not required to complete firearm safety training unless their prior permit was issued before the specified date.

Furthermore, the bill introduces penalties for individuals who transfer, loan, or rent firearms to those who have not completed the required firearm safety training, classifying such actions as a class D felony. It also establishes that making false statements or submitting falsified documents in connection with permit applications will result in the same felony charge. A class D felony carries a potential punishment of up to five years of confinement and fines ranging from $1,025 to $10,245.
