This bill modifies the open enrollment provisions for pupils who are truant or chronically absent, as well as for children receiving online educational instruction. It stipulates that if a pupil has filed a request to transfer and is either chronically absent, participating in a school engagement meeting, or involved in an absenteeism prevention plan, they will not be allowed to transfer until they are no longer in those situations. However, the bill allows for the possibility of transfer if the receiving district approves the request, even if the pupil is still in one of those circumstances.

Additionally, the bill removes the existing provision that exempts certain children from open enrollment application deadlines when their parents intend to enroll them in a public school for online learning. This change means that all open enrollment applications will be subject to the same deadlines, which are March 1 for students entering grades 1-12 and September 1 for kindergarten and special education students. The bill applies to all open enrollment applications submitted on or after its effective date.
