This bill amends Section 710.11 of the Iowa Code regarding the purchase or sale of an individual, specifically addressing surrogate mother agreements. It establishes that a person commits a class C felony for purchasing or selling an individual, but clarifies that this prohibition does not apply to surrogate mother arrangements, provided that the surrogate mother does not receive any monetary consideration or anything of value for agreeing to be artificially inseminated, bear a child, and relinquish all rights to that child to another person or couple.

Additionally, the bill removes the previous definition of a surrogate mother arrangement, which included specific details about the artificial insemination process and the rights relinquished to the donor or donor couple. The penalties for violating this law remain a class C felony, which carries a potential prison sentence of up to 10 years and a fine ranging from $1,370 to $13,660.
