This bill establishes new regulations regarding the intentional emission of air contaminants into the atmosphere in Iowa, specifically targeting weather engineering practices. It mandates that all entities operating public-use airports report monthly to the Department of Transportation starting October 1, 2026. These reports must detail the presence of aircraft equipped with devices capable of emitting air contaminants for the purpose of altering temperature, weather, or climate, as well as any related activities such as landings and refuelings. Non-compliance with these reporting requirements will render any associated projects ineligible for state funding until compliance is achieved. The Department of Transportation is also tasked with submitting aggregated reports to the Department of Natural Resources and relevant law enforcement agencies to aid in enforcement.

Additionally, the bill prohibits the emission, injection, release, or dispersion of any chemicals or substances into the atmosphere for the purpose of affecting weather or climate, unless such activities are already regulated by state or federal law. Violators of this prohibition will face a class D felony charge, which carries a potential prison sentence of up to five years and fines ranging from $1,025 to $10,245. Corporations found in violation may incur additional civil penalties of up to $100,000 against their officers, directors, or employees. Each day a violation occurs is considered a separate offense, emphasizing the seriousness of compliance with these new regulations.
