The bill mandates that the Iowa high school athletic association and the Iowa girls high school athletic union establish minimum preseason and in-season roster size requirements for all interscholastic sports sponsored by participating schools. If a team fails to meet these minimum roster size requirements, it will be prohibited from participating in any extracurricular interscholastic athletic contests or competitions organized by the aforementioned associations.

Additionally, the bill allows students who were on the team roster just before the team became ineligible to continue participating in that sport for the remainder of the season at any public school within thirty miles of their attendance center, provided the new school permits it. This participation does not require an agreement under existing residency and eligibility rules. Furthermore, students participating under this provision will be considered to meet the residence requirements for educational purposes.
