This bill proposes the repeal of the board of regents minority and women educators enhancement program, which was designed to recruit minority educators and create opportunities for women educators at regents institutions. The program also mandated the development of tenure, promotion, and hiring policies that address the unique needs of faculty members who are principal caregivers to dependents.

In addition to the repeal, the bill amends Section 262.93 of the Code 2026, changing the reporting requirements for the college student aid commission and the state board of regents. The previous requirement for the state board of regents to submit a report by January 31 each year has been deleted, and now both entities are required to report to the general assembly by January 15 on the progress and implementation of their respective programs. Furthermore, the language regarding the number of educators participating in the programs has also been removed from the reporting requirements.
