This bill amends existing laws regarding the operation of driverless-capable vehicles in Iowa, specifically addressing their ability to operate without a human driver present. It introduces a new provision that prohibits driverless-capable vehicles from transporting hazardous materials without a conventional human driver. The bill also clarifies that an automated driving system must operate within its designated operational design domain and comply with traffic and motor vehicle safety laws, unless an exemption has been granted.

Additionally, the bill establishes civil and criminal liability for the owners of driverless-capable vehicles. Owners are deemed responsible for any personal injury, death, or property damage resulting from the vehicle's operation, as well as for violations of traffic laws. Furthermore, individuals who modify the automated driving system without the manufacturer's consent are held liable for any resulting damages, unless the vehicle owner directed the modification, in which case the owner assumes liability.
