This bill amends Section 252B.9 of the Iowa Code to enhance the enforcement of child support orders by introducing provisions related to digital financial accounts. It defines a digital financial account as an online account that stores, transfers, or receives money digitally. The bill empowers child support services or agencies to subpoena records from these accounts, including identifying information and transaction histories, which are pertinent to establishing, modifying, or enforcing child support obligations.

Additionally, the bill establishes penalties for non-compliance with subpoenas. Specifically, a parent or putative father who fails to comply with a subpoena related to digital financial accounts, without demonstrating good cause, will be guilty of a class D felony. This felony is punishable by confinement for up to five years and a fine ranging from $1,025 to $10,245.
