This bill amends Section 321.194 of the Iowa Code to allow the Department of Transportation (DOT) to issue an instruction permit to individuals under the age of eighteen whose special minors restricted license has been suspended. Previously, if a minor's license was suspended due to violations, the DOT was prohibited from issuing an intermediate license for an additional three months after the minor's sixteenth birthday. The new language specifies that during the suspension period, the DOT may issue an instruction permit if the individual applies, is eligible, and pays the required fee.
The bill also establishes that it will take effect on March 1, 2027, or upon the publication of a statement by the director of transportation confirming the implementation of a new drivers license information technology system, whichever occurs first. The DOT is tasked with forwarding this statement to the Iowa Code editor prior to its publication. The instruction permit allows the minor to operate a vehicle under certain conditions, including being accompanied by a qualified individual.
