This bill amends Section 70A.28 of the Iowa Code to expand the definition of "state employee" and "employee" to include officers appointed to positions in the executive branch of state government. This inclusion aims to enhance protections for these officers against adverse actions related to their disclosures of information that may indicate violations of law, mismanagement, or threats to public health and safety. Additionally, it provides safeguards against adverse actions for not participating in charitable contributions.

The bill also establishes that individuals who experience violations of these provisions can pursue enforcement through administrative or civil actions. Furthermore, it mandates that the Department of Administrative Services or the State Board of Regents inform new executive branch officers about these protections. Violations of the specified sections concerning appointed officers will be classified as a simple misdemeanor, which carries penalties including confinement for up to 30 days and fines ranging from $105 to $855.
