This bill mandates the Iowa Department of Transportation (DOT) to issue drivers licenses and nonoperators identification cards that do not comply with the federal REAL ID Act of 2005 upon request from an applicant. It specifies that such noncompliant identification will still be considered valid for identification and driving privileges within the state. The bill also prohibits the DOT from collecting or storing biometric identifiers, retaining documents provided by applicants for identity verification, and sharing information related to these noncompliant licenses or ID cards in any multistate, federal, or international database.
Additionally, the bill requires the DOT to inform applicants about their option to apply for a federally noncompliant license or ID card and mandates annual training for DOT employees on these provisions, with disciplinary actions for willful violations. If there are any changes to the federal REAL ID Act or related regulations, the DOT is required to immediately stop compliance measures and cease issuing REAL ID-compliant identification.
