It removes certain language regarding the conditions under which these permits are issued and clarifies that individuals whose licenses have been suspended due to incapacity may apply for a special instruction permit under specific conditions. The bill also eliminates fees for reinstatement of licenses suspended due to physical or mental incapacity, ensuring that individuals can regain their driving privileges without financial barriers once they demonstrate competency.
