This bill amends Section 70A.24 of the Iowa Code to provide paid parental leave for state employees without the prerequisite of being entitled to leave under the federal Family and Medical Leave Act of 1993. Specifically, it removes the language that previously required state employees to qualify for federal leave in order to access paid leave for the birth or adoption of a child.

As a result of this amendment, state employees will be eligible for paid leave for the birth or placement of a child for adoption, as long as the leave is taken within twelve months of the event, thereby broadening access to paid parental leave for state employees in Iowa.
