This bill amends the Code of Iowa to restrict counties and cities from issuing local forms of identification to residents. Specifically, it adds new subsections to Sections 331.301 and 364.3, stating that counties and cities are prohibited from issuing county-specific or city-specific identification cards, respectively, except under certain conditions.

The exceptions outlined in the bill allow counties authorized under chapter 321M to issue drivers licenses, nonoperators identification cards, and identification devices for persons with disabilities. Additionally, both counties and cities may issue identification cards to employees or elected officials in relation to their job duties. This legislation aims to standardize identification practices and limit the issuance of local identification cards.
