This bill amends Section 657.9 of the Iowa Code to streamline the approval process for property owners looking to establish or modify shooting ranges. It requires that property owners obtain approval from the appropriate county or city zoning commission before making significant changes to a shooting range. If a county or city lacks a zoning commission, the county board of supervisors or city council must still comply with relevant zoning regulations.

Additionally, the bill repeals Code section 414.5, which previously allowed property owners to submit written protests against proposed changes in zoning districts. Under the old law, if a protest was filed by owners of 20 percent or more of the affected area, a three-fourths majority vote from the city council was required for the change to take effect. With the repeal of this section, the ability for property owners to challenge zoning changes through written protests is eliminated, thereby simplifying the approval process for zoning modifications.
