Additionally, the bill repeals Code section 414.5, which previously allowed property owners to submit written protests against proposed zoning changes. Under the old law, if a protest was filed by owners of 20 percent or more of the affected area, the proposed change would require a three-fourths majority vote from the city council to take effect. The repeal of this section eliminates the ability for property owners to challenge zoning changes through protests, thereby simplifying the process for city councils in approving zoning modifications.
