This bill establishes new policies for the discipline of students who disrupt the educational process in Iowa school districts. It mandates that each school district's board of directors adopt policies that allow teachers to take disciplinary action against students who interfere with the orderly education process or violate the student handbook. Specifically, if a student's behavior poses a threat to safety or disrupts instruction, the teacher can remove the student from the classroom and place them with the principal or their designee. After a student is removed three times, a discussion between the teacher and principal regarding the student's behavior and potential disciplinary actions must occur before any further actions are taken. Additionally, the student cannot return to the classroom until a conference involving the teacher, the principal, and the student's parent or guardian (or the student if they are an emancipated minor) is held to address the behavior.
The bill also includes provisions that protect teachers from retaliation by principals or school districts for taking disciplinary actions in accordance with the new policies. It prohibits principals from discouraging teachers from exercising their rights under the bill and ensures that school districts cannot adopt policies that undermine these rights. The bill is set to take effect on December 31, 2026.
